Algorithm governance: implementation scope
Reviewed October 9, 2026 at source revision 409cf6df6b31981cbcf446ab857da522459e9b20.
The source review covered src/cam/algorithm_atom.rs, src/cam/registry.rs and tests/algorithm_atom_full_chain_e2e.rs. These files were unchanged in the inspected checkout. No product tests were run for this editorial update.
AlgorithmAtom is an implemented cryptographic algorithm-version lifecycle. Enforcement depends on wiring the algorithm-governance store into the registry. A registry without that store retains its direct provider-dispatch behavior. Quarantined state blocks new protection operations, preserves reads and supports an explicit administrative drain; sealed state blocks reads as well. The test source includes state reload, provider coverage, audit forwarding and per-algorithm isolation cases.
Algorithm versions must be registered in the governance store for enforcement; the inspected registry allows unregistered versions through. The administrative drain is an implemented permission check with unit-test coverage, not a runtime migration caller verified by this review.
These are implementation and test-source observations, not a new independent qualification, a latency measurement or proof of an arbitrary zero-downtime cipher transition. The inventory and migration articles describe their separately retained evidence.
